Welcome to the “Ranked Choice Voting Educational Toolbox: What You Need to Know to Understand, Administer and Implement." The toolbox is a series of on-line lessons that are customizable, educational 

and user-friendly.  The educational toolbox is being presented as a component of the Ranked Choice Voting (RCV) Resource Center – a content-rich repository of ranked choice voting information.  In order to reach the diverse audiences interested in learning about RCV, this course has been designed in a format so that you will be able to tailor specifically to your needs by focusing on the lessons that apply to your interest in learning about ranked choice voting. 

The course is centered around a municipality, “Choiceland”, which has passed a measure to begin using ranked choice voting in the next mayoral election. The course focuses on how the voters, election administrators, policy makers and candidates prepared for the implementation of ranked choice voting. 

The educational toolbox consists of a set of five ranked choice voting lessons created to be viewed as a slideshow presentation. The toolbox also includes a workbook which is designed as a companion piece to the presentations.  For each presentation, there is an accompanying workbook that includes a more detailed lesson on the same topic. In order to get the most out of your educational experience, you may print the workbook and complete it while viewing the PowerPoint, or view it online in PDF form.


Course objectives for each lesson:


LESSON 1:  Introduction to Ranked Choice Voting


  1. To provide a historical perspective on RCV.
  2. To identify voting methods that use RCV.
  3. To illustrate RCV’s widespread use around the world and in the United States.


LESSON 2:   How Ranked Choice Voting Works


  1. To understand how using ranked choice voting differs from ‘traditional’ voting methods.
  2. To understand how voters execute a ranked choice ballot.
  3. To understand the benefits of using ranked choice voting.


LESSON 3:  Marking the Ranked Choice Voting Ballot


  1. To illustrate the correct marking of an RCV ballot.
  2. To explain the voter’s options in marking an RCV ballot.
  3. To alert the voter to incorrect marking of an RCV ballot.


LESSON 4:  How Ranked Choice Ballots are Counted


  1. To understand how to employ uniform counting standards.
  2. To identify key roles and responsibilities in tallying votes.
  3. To explain the initial tabulation of votes.
  4. To illustrate the steps taken during the second and subsequent rounds of counting.


LESSON 5:  Planning for Ranked Choice Voting Implementation


  1. To outline the components to be considered in developing an implementation plan.
  2. To provide information about implementing RCV that will serve as a guide to resources, training and voter outreach required.
  3. To facilitate identifying obstacles to implementing RCV.


How do I use the Educational Toolbox?

You may view all five lessons, or select the topics that apply to your interest in learning about ranked choice voting. If you are new to ranked choice voting, we recommend using all five lessons. What is the workbook?

The workbook content is based on the municipality of “Choiceland”, which has passed a measure to begin using ranked choice voting. The workbook is designed to complement the information in the slideshow presentations.  Each workbook lesson corresponds to a presentation.  For example, Lesson 1 in both the PowerPoint and workbook is “Introduction to Ranked Choice Voting.”
